It may be possible that you can get a free cell phone and service.
Eligibility varies by state, but you may qualify for Assurance Wireless if you participate in any of the following government programs: . Food Stamps/SNAP . Temporary Assistance for Needy Families(TANF) . Supplemental Security Income(SSI) . Medicaid . National School Lunch's FREE Lunch Program
It says you get the phone free, plus 250 minutes of voice and 250 text messages each month. If you have extra money any month they have other plans available, For $30 you get unlimited voice, text and internet. The nice thing is, if any month you do not have the $30 - it just reverts back to the regular free plan.
I think this is a great opportunity for people to have cell phone access, even if just for emergency usage. It is called Lifeline Cell Phone Service Provider you can download and print out an application or they have a toll free number to call 1-888-321-5880 and they will mail you the application.
If you already have a cell phone and want to switch to them, you can keep you cell number you have now, I haven't heard any feedback on their service - but I think it is a good opportunity to have a phone for at least emergency use.
I think they said it takes about a month for them to process the application and send you the phone, so it is not something you can get immediately.
If any of you take advantage of this - please give us so feedback so we know if it works well for you.

I'll never tell who and how old the person was that helped me with it.
lets see now yah get:
250 free minutes a month for local and domestic long distance, + 250 texts,,, voicemail,,call waiting,, and caller ID.
For $5 a month you can double that.
$20 you get 1,000 voice and 1,000 texts.
$30= unlimited.
I'll stick with the free, since I'll only use it on the go.

I recently became aware of this program and thought it might be useful for a lot of us that are on limited incomes.
